Preheat the oven to 350°F and line two baking sheets with parchment paper.
In a large bowl, whisk together the flour (reserving 3 tablespoons for later), baking powder, baking soda, milk powder and salt. Set aside.
In the bowl of a stand mixer cream the butter and sugars until light and fluffy. Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract until fully combined.
Gradually add the flour mixture into the wet ingredients, mixing until fully incorporated.
Divide the dough evenly between two bowls.
In one bowl, mix in 3 tablespoons of cocoa powder and half of the chocolate chips.
In the second bowl, mix in the reserved flour, 6 drops of orange food coloring, and the remaining chocolate chips.
Scoop 1 tablespoon of each dough. Divide each scoop in half to make four smaller balls of dough. Stack the pieces, alternating colors, then gently roll them together to create a marbled dough ball. Repeat with remaining cookie dough.
Place onto the baking sheet and gently press each one to flatten slightly.
Bake for 12-13 minutes. Enjoy!
